Clay pots could be keeping the soil cooler than the plastic pots? Just an idea.

Could be that peppers like to be planted next to each other and the weaker one is alone. However I’ve also noticed each time I’ve grown peppers that some plants just naturally seem to grow slower and won’t catch up to the fastest growing ones even if conditions are mostly the same
