Without further information, my first guess would be uneven growing due to uneven watering.
But it could also be from a nutrient imbalance, or maybe bug damage. Hard to say without more information.

The brown lattice-like parts are called corking. It happens sometimes in most types of peppers, generally when it rains a lot (or they get watered a lot) & then stays nicely sunny for a while, so they go on a growth bender. It kind of is like stretch marks like the other commenter said, actually. Perfectly edible, & there are some varieties that are specifically cultivated for their tendency to cork. Some people like the aesthetic, & some think it makes them hotter. I’ve personally never seen much of a difference in heat between corked/uncorked pods though 🙂
ETA: Also if you don’t like it, you’re of course welcome to take that part of the skin off! It shouldn’t affect the flesh 🙂
